WAG 17-02-02-b: Computing an Initial Prorated Entitlement (IPE) for AABD

The following examples show the steps used when computing an Initial Prorated Entitlement as a single authorization action:

Example 1: Central Prorating

(FCRC)

  • Approve Category 03 case in Schedule 03 using TA 11.
  • The first regular roll month is August (08/01 - 08/31).
  • Application date is May 19.
  • The case is determined eligible June 20. The client does not reside in a sheltered care home. First day of IPE is June 19 (30 days after date of application). Enter 06/19/YY in Item 2 on Form 552.
  • The same amount of income is received during the IPE period as in the first regular roll month.
  • Specific needs items are applied to the prorate period.
  • No disbursing order is issued.
  • The medical eligibility date (Item 77) is March 1.
  1. (System) Determines the number of days in the prorate period to be 43 days, 06/19/YY (Item 2 on Form 552) through 07/31/YY (day before first day of the first regular roll month).
  2. (System) Calculates regular monthly benefit for August as follows:

  3. (System) Computes IPE amount for 43 days.
    • Total Needs $599.88 divided by 30 calendar days, multiplied by 43 prorate days minus $552 income (received on July 1), or
    • $599.88 ÷ 30 = 20.00 x 43 = $860.00 - $564 = $296.00 Total IPE amount.
  4. (System) Determines medical eligibility dates March 1 through August 9 (2 days after mail date).
  5. (System) Authorizes IPE benefits for $296.00 and medical card dated March 1 - August 9 for prorate period. (IPE appears on Mercury payroll dated 3 workdays after process day.)
  6. (System) Issues Notice of Decision on Application for Cash, Medical and/or Food Stamps (Form 360C), showing the availability date and amount of the IPE and the regular monthly benefit. Form 360C is dated and mailed centrally no later than 2 workdays following the date the approval is processed.
  7. (System) Places case on regular roll for August.

Example 2: Exception to Central Prorating

(FCRC)

  • Approve Category 03 case in Schedule 03 using TA 12.
  • The first regular roll month is September.
  • The application date is July 1.
  • The client does not reside in a sheltered care home. The first day of the IPE period is July 31 (July 31 is 30 days after date of application). Enter 07/31/YY in Item 2.
  • Issue disbursing order for $20.
  • Medical eligibility date (Item 77) is April 1 (first day of 3rd month before date of application).
  • Calculate regular monthly benefit effective September as follows:

  • Calculate amount of IPE as follows:
    • Determine the number of days in the prorate period. The first day of the prorate period is 30 days after the date of application (July 31). The last date of the period is the day before the first day of the first regular roll month (August 31). The prorate period is 32 days. Use only the August income that is received during the IPE period (see WAG 11-02-06-a).
    • Compute IPE for 32 days.

      $599.88 (Total Needs) ÷ 30 days = $20.00 per day 
      $ 20.00 x 32 =
      $640.24

  1. (System) Determines prorate period based on 6-digit date in Item 2.
  2. (System) Determines regular monthly benefit based on entries in Items 74, 80, and 90.
  3. (System) Determines medical eligibility dates from April 1 through September 9 (2 days after mail date).
  4. (System) Authorizes IPE of $56.00 (amount entered by FCRC in Item 80 code 100), and medical card dated 04/01 - 09/09/YY for prorate period. The IPE appears on Mercury payroll dated 3 workdays after process date.
  5. (System) Places case on regular roll effective September.

NOTE: The Family Community Resource Center must complete and send Form 360D, Section *A**, showing the availability date and amount of the IPE and the regular monthly benefit.
