Community Youth Employment Program Policy Update

The Notice of Funding Opportunity (NOFO) for the FY18 Community Youth Employment Program specified that "All applicants must submit the completed grant application no later than 12:00 p.m. on Friday, October 20th, 2017 utilizing the CMS File Transfer Utility located at

It has come to our attention that the CMS File Transfer Utility has experienced several issues over the past few days that may have prevented organizations from successfully submitting their application. For this reason the Department is extending the application deadline to 2pm on Monday, October 23rd.

If you have already submitted an application for this NOFO, in whole or in part, before or after the original deadline, and you would like to replace your previously submitted application with a new application, please submit a new complete application on or before the extended deadline and clearly indicate in your email your intentions to replace your previous submission(s).

If you have previously been notified by email that your application will NOT be considered for funding, this may no longer be the situation. You will receive a follow-up email communication, but please also feel free to contact us via email at

Although applications must still be submitted as a single PDF document, applications will be accepted if sent directly as e-mail attachments or through the file transfer utility at if received on or before the extended deadline of 2pm, October 23rd, 2017 at either of the two following email accounts: or

Please note several common issues/mistakes that would cause applications to either ineligible/not considered or to lose points during the scoring process.

  • To be eligible to apply for any Notice of Funding Opportunity (NOFO), every applicant must first complete a registration and pre-qualification process. The steps for completing this process can be found at the following link: Please note that no applications can be accepted for review if your organization is not pre-qualified on or before the new extended deadline.
  • Your application must be submitted as a single PDF file. If your application is not submitted as a single PDF file, your application will lose points during the scoring process.
  • The budget that you include as part of your application must be the exact budget that was submitted in the CSA System. If your CSA budget "status history" does not say "Grantee Submit For Program Review" your budget has not been "submitted" in the CSA system and your application will lose points during the scoring process.

Once your budget is "submitted", clicking the "Print Budget" button will generate the PDF copy of your budget that you should include as part of your single PDF budget submission.

Look on the bottom of each page of your printed PDF budget. If it says "DRAFT" your budget has not yet been signed or submitted. A properly signed budget will have a version number and a published revision date at the bottom of each page.
