Rafael Rivera, Ph.D. joined the Illinois Department of Human Services/Division of Alcoholism and Substance Abuse (IDHS/DASA) last month as the Deputy Director of the Bureau of Prevention and Program Services. Dr. Rivera brings a wealth of knowledge to IDHS/DASA with almost two decades of experience working in prevention and treatment services. Throughout his career, he has served in a variety of roles which have prepared him for this position which includes Vice President of Healthcare Alternative Systems, Inc., (HAS) and Director and Principal Investigator of Great Lakes Addiction Technology Transfer Center (GLATTC).

As Deputy Director of the Bureau of Prevention and Program Services, Rafael will oversee the daily activities and responsibilities of the bureau. In addition to the Illinois Substance Abuse Prevention Program (SAPP), Rafael will oversee the Illinois prevention discretionary grant portfolio, which includes the Illinois Prevent Prescription Drug/Opioid Overdose-Related Deaths (IPDO) Grant, the prevention programs for the Opioid State Targeted Response (STR) Grant, and the Strategic Prevention Framework - Partnership for Success (SPF-PFS) Grants. In addition, he will be providing oversight to the Tobacco Programs: Synar, the Tobacco Enforcement Program and the FDA Compliance and Enforcement Tobacco Retail Inspection Program.
