We apologize for the delays in issuing some Fiscal Year 2018 Uniform Grant Agreements (UGAs). We have drafted this note in response to requests for guidance regarding service provision while agreements are in the process of being executed. Thank you very much for your continued partnership despite the remaining budget uncertainty. We understand the great hardship that this protracted impasse has caused.
If you have received your Fiscal Year 2018 UGA, you may begin providing services as of July 1, 2017. You must return the signed UGA within 30 days of July 1.
Due to the ongoing budget uncertainties, DHS is generally limited to publishing agreements at this time to contracts (i) that are paid with federal funds, or necessary for maintenance of effort for federal funds, (ii) that are paid pursuant to compliance with court orders and consent decrees, or (iii) that provide 24 hour, seven day residential services. Because of these limitations, please note that the following agreements cannot be published until there is more certainty regarding the Fiscal Year 2018 budget:

- Youth Employment Programs
- Emergency Food
- Westside Health Authority
- Addiction Prevention General Revenue Funds
- Community Services
- After School Youth Services-Teen REACH
Please note that the inability to publish certain agreements at this time is based on a program's source of funding and the requirements related to that funding. It is not a reflection of the importance of the programs. Nor does it mean that a contract will not be forthcoming once we have a balanced budget. Many of the listed programs may be funded for Fiscal Year 2018 and may have contracts issued. We remain hopeful that a balanced budget will be adopted soon during the special session.
We sincerely apologize that until there is more certainty regarding the Fiscal Year 2018 budget, we are unable to issue agreements for the programs listed and cannot guarantee funding for services provided without a published contract.
For all programs other than those listed above, if your Notice of State Award indicated a "period of performance" start date of July 1, 2017, DHS will make every effort permissible to pay for services provided and allowed by your grant agreement between July 1, 2017 and the day your UGA is published in the CSA system. All providers must return their signed UGA within 30 days of the publication date.
