UPDATE: CSA System - FY 18 Budget Template Release Date

The date for the release of the budget template in the CSA system has been moved from April 11th to April 13th.

This notice is to reiterate the instructions for the DMH FY18 grant award process posted on the DMH page of the DHS website: http://www.dhs.state.il.us/page.aspx?item=92640.

All Grantees must complete the items listed on the webpage before IDHS/DMH staff are allowed to accept a grant application or process a grant award. These requirements must be completed whether a grant has a Notice of Funding Opportunity (NOFO) or Grant Summary posted.

  1. For grants that have a NOFO posted, you will see a CSFA number listed in the column labeled Notice of Funding Opportunity (NOFO). This is a 13-digit number that begins with 18-444-22 followed by 4 digits, a dash, and 01. If you click on this number it will link you to the actual NOFO. This is a competitively procured program.
  2. For grants that do not have a NOFO posted, you will see the words "Grant Summary NOFO not applicable" listed in the column labeled Notice of Funding Opportunity (NOFO). If you click on "Grant Summary" it will link you to the grant summary. This is not a competitively procured program.
  3. Both the competitive (NOFO) and non-competitive (Grant Summary) programs require providers to submit an application and budget. ALL applications and budgets (whether NOFO or Grant Summary) are due by May 1st, 2017 by NOON. The budget template is scheduled to be ready for budget entry directly into the CSA system April 11th. If this changes, providers will be notified.
  4. Providers are to apply for the amount of service they wish to provide based on need in the community and their capacity to provide services. For the competitive grants that have a posted NOFO, providers are to justify this in their narrative. For the non-competitive grants, providers may also address this in the narrative section of their budgets.
  5. Competitive applications will be reviewed and scored by a Merit Based Review committee. Part of the Merit Based Review process requires that providers have completed their Programmatic Risk Assessment located on the DHS/DMH webpage (also located on www.grants.illinois.gov) .
  6. Total awards will not exceed the Governor's introduced budget.
