  1. Call to Order
    Meeting was called to order at 3:04pm. 
  2. Roll Call

    Commissioners Angela Rudolph.  No quorum.  Guests:Stephanie Kollmann, Korynna Lopez, Karima Douglas, Aaron Campbell, Olivia Wilks, and Danielle Kindle.

    Staff: Wendy Nussbaum, Edna Metcalf, Kristen Marshall and Julie Stremlau.

  3. Approval of Minutes
    Unable to approve minutes due to lack of quorum.
  4. Discuss Next Steps for School Policing Reform
    Olivia Wilks summarized what occurred at the last DMC meeting. Olivia Wilks stated that the letter is being changed in terms of wording as well as to add some new information. There will be new
    components based on the CPS/CPD budget as well as to suggest alternatives to policing in schools. There will be more focus on trauma-informed training, parental involvement, and restorative justice
    in schools. Olivia Wilks asked participants to look at the forum list in their packets and reach out to those in their networks for support.
    1. Outreach
      Olivia Wilks asked if anyone had general thoughts about outreach. The group agreed that people will want to see the letter before agreeing to sign on in agreement. Stephanie Kollmann stated that
      signing the letter as the IJJC would carry a lot of weight, while community support also holds a different kind of weight. She suggested having a letter from the commission and having a separate
      community support letter. Angela Rudolph agreed that this was a good idea.
    2. Letter Feedback
      Olivia Wilks summarized the contents of the letter draft and asked for feedback regarding length, structure, wording, and anything else. Korynna Lopez indicated that the new structure was
      effective, but stated that it is a bit long. The Committee will continue to review the letter.
    3. Add Restorative Practices
      Korynna Lopez summarized the Restorative Justice (RJ) Hubs document, which was distributed to the group. She stated that the document is a simple way to communicate reasons that restorative
      practices are beneficial. The document provides a specific focus on outcomes beyond number of participants. The main topics of focus regarding outcomes were: participation in RJ Hubs helps keep
      kids engaged in school; participation in RJ Hubs helps youth find and maintain employment; funding RJ Hubs yields better outcomes than the punitive criminal justice system; and RJ Hubs is invaluable
      safe haven in the community.
      Olivia Wilks asked if the two-page document on RJ Hubs should be added as an appendix to the letter. Korynna Lopez stated that some content could be added, though an appendix is unnecessary
      because not all of the information is as relevant. Olivia Wilks discussed the option of adding model programs related to parental engagement and trauma-informed practices to the letter. She will look into model programs with the possibility of presenting these.
  5. Hearing Preparation
    Stephanie Kollmann encouraged attendance at the hearing regarding safety for youth and staff in juvenile facilities to show broad support and concern. Additionally, a statement of any kind would be helpful.
    Stephanie stated that the coalition has settled on a message that following ACLU litigation and the consent decree, problems still persist and indicate that the problem is with the model itself. Stephanie stated that
    the advocacy coalition will testify that the state of Illinois should be moving toward a different model where when it is necessary that youth are out of the community they should be in a small regional home-like
    facility rather than a prison. The coalition has also been discussing postcards as an option for communicating thoughts to the committee. There will be some structure to these, but community members are urged to write their own thoughts as well.
    Olivia Wilks asked if it was valuable to create witness lists. Stephanie indicated that it could be useful for the Commission to slip neutral to indicate its presence at the hearing, but because there is not vote and no
    obvious position slipping may not be valuable.
