  1. Call to Order
     Meeting was called to order at 9:37 a.m.
  2. Roll Call
    Chairman Rick Velasquez and Rodney Ahitow. No quorum present. Staff: Karima Douglas, Lisa Cockrell, Wendy Nussbaum, Dick Walsh and Julie Stremlau. Guests: Susan Witkin, Peg Robertson, Stephanie Vetter.
  3. Approval of Minutes
    Minutes from March 14, 2017 were tabled due to lack of quorum.
  4. Chair's Comments
    Chairman Velasquez noted that the main purpose of today's meeting is to continue the proposed statewide strategy discussion and try to determine next steps. Chairman Velasquez talked to the group about a recent youth that was adjudicated for a misdemeanor. While on probation, the youth committed a felony. The youth was sent to DJJ and then the court overturned the ruling. They indicated that the youth had not received the proper assistance while on probation. He noted this case as he feels this directly impacts CCBYS, probation and our role with these youth.
  5. JADI Conference & Illinois Delegation 
    JDAI Conference was held on April 18, 2017. IJJC Executive Director, Wendy Nussbaum and JDAI Chairman Rick Velasquez attended.
  6. Technical Assistance Update/JDAI Connect
    Help Desk - Library. There is a new tool in place to replace the helpdesk online.
  7. JDAI Standards
    DMC Coordinator, Karima Douglas explained the standards list in the meeting packet. She also added that Commissioner Jacobs did a presentation on Judiciary Report feedback.
  8. Next Meeting
    June 11, 2017 due to the 4th of July holiday.
  9. New Business
    October 8-9 JDAI Coordinator Meeting HB 678 Passed and there is no hearing set, at this time. Juvenile Court Hearing Within 24 Hours--Provides that an alleged juvenile delinquent must be brought before a judicial officer within 24 hours (rather than 40 hours) to determine further custody and that an initial detention hearing shall be no later than the morning after the juvenile arrived in placement, including weekends and holidays. SB 1799 Passed. In the Senate, no hearing set. Juvenile Detention Hearing--Provides that on and after January 1, 2019, a detention screening instrument shall be used for referrals to all authorized juvenile detention facilities in this State prior to a judicial hearing. Provides a minor alleged to be a delinquent minor taken into temporary custody must be brought before a judicial officer within 48 hours (rather than 40 hours, excluding Saturdays, Sundays and court designated holidays). Provides that the Division of Probation Services of the Supreme Court shall adopt a statewide juvenile detention screening instrument that has been verified through evidence-based and data-based practices that is to be used by all authorized juvenile detention facilities.
