  1. Call to Order
    Meeting was called to order at 10:11 am.
  2. Roll Call
    Chairman George Timberlake, Vice Chairperson Lisa Jacobs, Rodney Ahitow, Jacqueline Bullard, Shelley Davis, Esther Franco-Payne, George Hill, Arnetra Jackson, Patrick Nelson, Ben Roe, and Dana Weiner.   3. Approval of Minutes
    Commissioner Hill motioned to approve the May minutes. Commissioner Ahitow seconded the motion. Minutes approved.
  4. Fiscal Updates
    1. FY18 Contracts/Fiscal Updates
      Executive Director, Wendy Nussbaum gave the fiscal update. She explained that we have received the majority of the June EDFs (Expenditure Documentation and Certification Form). She explained the expenditure spreadsheet to the group and what is anticipated to be spent. She also estimated the amount we believe will be deobligated from the providers. The Commissioners voiced their concerns with providers who do not spend their contract amounts. DuPage is an agency that will lapse funds. Wendy explained that they lost staff and then were unable to rehire. St Clair and DuPage will have the most money lapse. The group discussed how to assist providers is expending their grant funds. Commissioner Hill wants to be able to end a contract if the agency is unable to expend the funds. Wendy explained that there are policies and guidelines as to how a contract can be ended. We will continue to monitor and work to facilitate the agencies in expending their grant funds. The group also discussed budget revisions. Wendy informed the group that we receive budget revision requests throughout the fiscal year. Some are due to changes in staff, travel requests, etc. We will continue to review these requests and will request Commission input when necessary. Wendy explained that all FY18 Contracts have been issued, and are in the process of being signed and returned - they're being returned to a different office, which is causing a delay.
    2. Girls Grant Renewal Application
      Wendy Nussbaum informed the group the renewal application has been sent. The report to OJJDP is due at the end of this month and almost complete. This grant is working to build capacity around the state for girls arrested for domestic battery so that they're handled differently than the current state (as of now, are being treated as adult males/females). Data scans of protocol, etc. are taking place - these scans indicate that these protocols need to include language that show the difference between the treatment of adolescents and adults. They also indicate a need for an increase in conflict resolution, as well as increased resources to help girls and their families.  While this grant is still in the beginning stages, it did get approval for a second year.
    3. OJJDP Compliance Review/Plan
      The Commission will continue to work with IDOC to ensure we remain in Compliance with federal standards. Executive Director Nussbaum will be meeting with our monitors and IDOC.
    4. JMIS System Update
      Susan Witkin, Senior Research Program Coordinator-Center for Prevention Research and Development, updated the IJJC on the implementation of the JMIS Rewrite that went live on June 30, 2017. The Illinois Juvenile Monitoring Information System (JMIS) is a web-based data system that gathers and disseminates data on the detention of youth in any detention facility in Illinois. The original JMIS system was aging (about 14 years old) and needed updating. The JMIS rewrite improved the data application's functionality, user maneuverability and overall data security. Also included were new reports and improvements to existing reports as the detention centers had requested. Susan also shared that she is working with Clerk's Offices across the state to gather and report juvenile transfer data for their bi-yearly data submission to the IJJC. That data collection process is going well, albeit it does require extensive technical assistance with the Clerk's that have data to report.
  5. Committee Updates & Motions
    1. DMC/RED
      A. Commissioner Franco-Payne gave the DMC update. There will be a DMC Forum on July 20th, from 1:00-4:30, at Loyola University School of Law - 25 East Pearson Street - Room 1103 - Chicago, IL 60611. The topic will be Pushed Out: A Forum on School Discipline and Policing in Chicago, which will address the issues raised from the February 2017 report by the Sargent Shriver National Center on Poverty and Law and written by Michelle Mbekeani-Wiley, Community Justice Staff Attorney.
    2. Executive Committee

    3. JDAI/Compliance Update
      Dick Walsh explained the current Compliance Report. Our numbers continue to increase. There are still reviews that need to take place and they will coordinate with IDOC.
    4. Planning & Grants

      No updates noted.
  6. Project Updates
    The Commission discussed providing technical assistance to JJ councils. They have been seeing some weaknesses in gathering and using data to understand how their justice system is working, collecting racial/ethnic disparities data, and having a plan that reflects measurable goals. On July 18th there was a meeting to think through possible solutions to support JJ Councils. Possible solutions include borrowing resources from adult criminal justice front - rather than equipping local stakeholders to gather and analyze data, perhaps it should be shifted to IJJC; facilitation of these councils' meetings and discussions; helping councils get the right people at the table so that the council becomes a policy body in which juvenile issues become just as important as adult issues.

  8. New Business
    1. Training and Technical Assistance to JJ Councils
      Executive Director, Wendy Nussbaum explained that they are working on getting training set up. Peg Robertson will facilitate.
    2. SAG Training
      Upcoming State Advisory Group (SAG) training from OJJDP is September 12th. There will be no Commissioners attending this year. The Disproportionate Minority Contact (DMC) training is Sept 13-14 and will be attended by Wendy Nussbaum and Amanda McMillen from ICOY. The Compliance Training is September 14-15th and will be attended by Wendy Nussbaum and Dick Walsh from ICOY.
  9. Public Comment
    Karima Douglas, ICOY's Juvenile Justice Director, has received a new position in the ombudsman office, and will be transitioning from ICOY on August 31st. Amanda McMillen, CPO at ICOY will be supporting the IJJC during the commission and will be leading the process for hiring the next JJP Director for ICOY.
