Minutes

  1. Call to Order
    The meeting was called to order at 2:40pm.
  2. Roll Call
    Present: Esther Franco-Payne, Arnetra Jackson, Shelley Davis, Patrick Nelson,. Quorum present. Guests:  Era Laudermilk, Leslie Helmcamp, Keyria Rodgers, Stephanie Kollmann, Henrika McCoy, Erica Hughes, Susan Witkin, Aaron Campbell, Korynna Lopez, Joyce Knox. Staff: Karima Douglas, Julie Stremlau.
  3. Approval of Minutes
    Commissioner Jackson motioned to approve the minutes.  Commissioner Franco-Payne seconded the motion.  Minutes approved. 
  4. Committee Project Planning
    The Committee reviewed the DMC Committee FY17 Strategic Planning Document and began to brainstorm ways to address school push out for students of color and the intersection of DMC in juvenile justice and mental health systems. Committee members suggested that the Commission make recommendations regarding best practice for school resource officers. Some research questions posed: Does Chicago Public Schools have job descriptions for SROs? Or are SROs more accountable to the Chicago Police Department? What institution should we be making our recommendations to? Is there mandatory training for SROs? Are most officers simply assigned to schools or do they request the assignment?
    For the topic of mental health, the Committee focused on trainings like Trauma 101 and Crisis Intervention Training for Youth. The research questions here were: What are the core elements of CIT(Y)? Does that training work.  For example, are officers actively practicing those skills? If it does work, should we recommend CIT(Y) be mandatory statewide? What CCBYS agencies have closed their programs due to the state budget impasse? Keyria Rodgers suggested looking into resources from the National Association of School Resource Officers (NASRO). Chairperson Franco-Payne suggested working with the Illinois Juvenile Justice Leadership Council on their substance abuse work. Another recommendation under the topic of school push out was to work with juvenile justice councils with the highest school arrest rates and dive into the reasons for those arrests.

  5. Federal Technical Assistance | National Case Studies
    Karima Douglas introduced a draft copy of the OJJDP "FIRE" study- in depth case studies of nine jurisdictions that successfully reduced DMC. The Committee will use these case studies to model work in the future.
  6. Youth Advisory Board Update
    Karima Douglas indicated the board will convene soon.
