  1. Call to Order
    The meeting was called to order at 2:40pm.
  2. Roll Call
    Present: Esther Franco-Payne, Arnetra Jackson. No quorum. Guests: Erica Hughes, Leslie Helmcamp, Aaron Campbell, Tamar Stockley, Kathy Bankhead, Miquel Lewis, Korynna Lopez, Kathy Bankhead, Henrika McCoy, Sarah Yousuf. Staff: Julie Stremlau, Karima Douglas

    No quorum, unable to approve minutes.
  4. Chair Comments
    Chairperson Franco-Payne explained how the DMC Committee continued to address the 3 focus areas. Those are: School to Prison Pipeline, Mental Health and Law Enforcement. The Committee chose to address these areas through community education and this was accomplished through Forums. Three forums were held in the past year. The forums were fact giving and community response. We have been working on collective community feedback to the Illinois Juvenile Justice Commission on how best to address these issues. There are one pagers listed and areas are categorized as to how the Commission can address these issues. Refer to packet. We continue to prioritize them. Given all the discussion at the last meeting law enforcement was a key topic.
  5. Committee Project Planning
    The group discussed the areas and the recent work. They discussed other ideas for strategies to continue this work.
    Law Enforcement: The group discussed a variety of issues and problems that exist. They discussed officer training and the plan to require certification for the officers participating in the training. This is a plan to bring a national model to Chicago not nationwide training. The Police Task Force, initiated by Mayor Emmanuel, is a primary target for us in the city. Working with them and using that mechanism that already began. Determine what works best and implement that statewide. What the Committee plans to use is more of a guidance or a frame work to address the different areas that have different types of DMC issues.
    School to Prison Pipeline/DMC and School Discipline: The group discussed the variety of issues that exist with schools and DMC all over the state. The group discussed the different types of Police presence at schools. Ms. Weaver explained some of the training and interaction they have been working on in Peoria. Commissioner Franco-Payne indicated there appears to be a need for more fact finding and then the closer we get to the September implementation of SB100 we will determine the role of the Commission in this focus area.
    Mental Health: This topic will be moved to the next meeting for further discussion. It was noted that judges appear to need further training in mental health issues and the options that exist for youth. It was noted that cost for services in this area must also be addressed as well.
  6. Federal Technical Assistance
    Chairperson Franco-Payne attended the CJJ Conference. She indicated we have some very good national contacts. IL has a training agreement with OJJDP and to receive guidance from them. The plan is to create a Webinar.
  7. Youth Advisory Board Update
    A meeting was held last Friday. Only a few were able to make the meeting. An all-day training will be planned in the next couple months.
