Minutes

1. Call to Order
   Meeting was called to order at 2:37pm.
2. Roll Call
   Chairperson Esther Franco-Payne and Arnetra Jackson. Quorum not present. Staff: DMC Coordinator, Karima Douglas, Grace Hong Duffin and Julie Stremlau. Guests: Susan Witkin, Erica Hughes, Vanessa Weaver, Era Laudermilk, Marshaun Hendricks, Miquel Lewis, Sarah Yousuf, Kathy Bankhead and Stephanie Kollmann.
3. Approval of Minutes
   Unable to approve minutes due to lack of quorum.
4. DMC Forum Planning: DMC and Mental Health
   1. Friday- March 18, 2016
      DMC Chairperson, Esther Franco-Payne will welcome the group and introduce the Key Note Speaker. The expected attendance is around 80-100 participants.
   2. Brainstorm table talk topics
      The group discussed the 3 focus areas and Mental Health is the focus of the next forum. The forum is set to encourage interaction with the speakers and less of a presentation event.
   3. Brainstorm targeted outreach for attendees
      The Committee discussed topics for the forum and reviewed agenda items. The event will focus on small group discussions. The event will take place at the Cook County Juvenile Court - 1100 S Hamilton Avenue, 2nd Floor Multipurpose Room, Chicago, IL 60612 from 8:30am to 12:30pm. We ask the group to please provide any input and or information about speakers, attendees you would like addressed. It was noted that ICOY has been collecting data on the budget impact on local providers and that effect on youth of color but it was noted not to put too much focus on the budget. The focus should be on DMC priority areas.  The plan is also to provide education on topics to the attendees that they normally do not receive. The ultimate goal is to create action steps and then be able to go to the communities and engage them in carrying these plans forward.
5. Recap of the December DMC & School to Prison Pipeline Forum
   1. Successes/Challenges
      Need to determine necessary next steps to affect change.
   2. Next steps re: "Table Talk" feedback
      A next step is to summarize and share the information received from the forums. The information will be reviewed and edited to remove repetition but to ensure the thoughts of all participants are shared.
6. 2016 Committee Planning
   The group questioned whether the Committee feels the current goals and areas of focus are on track and should we continue in these programming areas. Due to time constraints the topics were not reviewed. The DMC Chairperson also advised the DMC Committee to remember the focus of this group needs to be in-line with the Commissions goals and activities but not limited by it.
