Minutes

  1. Call to Order
    Meeting was called to order at 9:33am.
  2. Roll Call
    Chairman Rick Velasquez, The Honorable Ben Roe, George Hill, Jaqueline Bullard and Rodney Ahitow. Quorum present. Staff: Karima Douglas and Angelica Jimenez. Guests: Stephanie Vetter, Melissa Spooner, Tamela Meehan and Susan Witkin.
  3. Approval of Minutes
    Commissioner Hill motioned to approve the minutes from the January 5, 2016 meeting. Commissioner Bullard seconded the motion. Minutes from January 5, 2016 approved.
  4. Chair's Comments
    Chairman Velasquez recommended that members devote time during the meeting to review and discuss the new JDAI graphical reports, the Statewide Leadership Team Memorandum of Understanding and the work and communication plan to promote JDAI.

      1. Detention Standards/jail standards
        Chairman Velasquez recommended removing this item from the agenda until there is substantive movement. It will be important to discuss how JDAI fits into these standards.
      2. New JDAI Graphical Reports July through December 2015
        Susan Witkin provided a copy of the report to members and reviewed the report. The report outlines, on a statewide level, the detention admissions of minors categorized by UCR offense, average length of stay and average daily population. There is also a demographical breakdown of the youth in detention by gender, race and ethnicity. Susan has been providing this data to the JDAI sites and generated reports that are specific to each specific county or judicial circuit for several years. Chairman Velasquez highlighted the top UCR offense and high number of youth detained for delinquent warrants and pointed to this as an area ripe for a more detailed analysis and discussion. Susan Witkin shared that Cook County has implemented a new data reporting system, which will enhance JDAI reporting going forward. Stephanie Vetter suggested that a report focused on analysis would be helpful and offered to participate in a meeting to discuss what that type of report should look like. Chairman Velasquez suggested that the report be targeted in particular areas and expressed concerns over a wholesale revision from the onset. Tamela Meehan and Melissa Spooner noted that they have been able to share Cook County data with the judiciary on a monthly basis and are able to help affect policy changes based on that data and subsequent discussions with stakeholders.
  6. Compliance Report
    Karima Douglas, DMC Coordinator, shared that they are monitoring the admissions of 17-year-olds into detention to help ensure there are no violations. She noted that in Schuyler County, the new sheriff has ended the practice of holding minors in adult jails. Currently, we are on target for remaining under our de minimus. At the Illinois Juvenile Justice Commission meeting, there was discussion regarding devising a mechanism that could alert detention centers when they are at risk of a violation. Commissioner Hill noted it is imperative they remain in compliance due to the risk of losing federal funding. Stephanie Vetter voiced concerns that the message could be lost regarding the federal standards.
  7. JDAI State Leadership Team Memorandum of Understanding
    Chairman Velasquez provided an update on the meeting with IPCSA, Cook County Juvenile Probation and Court Services, the Illinois Juvenile Justice Commission and Center for Prevention Research and Development at the University of Illinois School of Social Work to form a statewide leadership team and formalize a memorandum of understanding outlining the team's purposes and objectives to help incorporate the eight core principles of JDAI statewide. Chairman Velasquez has asked George Timberlake to join him in a meeting with Rich Atkins at the Administrative Office of the Illinois Courts (AOIC) to discuss the AOIC's role in this MOU. The MOU will be brought to members of the Illinois Juvenile Justice Commission for their review and support.
  8. Development of Work Plan for Statewide Expansion
    Chairman Velasquez asked Stephanie Vetter for her input on the course members should take before moving forward with a work plan. Stephanie said that at this point, we are not ready for expansion or replication. At this stage, she said they are restarting. We have the tools to examine detention practices via the data reports and annual results report. In June, the Casey Foundation is offering a JDAI 101 online webinar. This is a great opportunity to reengage sites, have discussions about the webinar and a follow-up meeting. Angie Jimenez and Karima Douglas will draft a work plan and share with the committee before the next meeting.
  9. Communication Plan to Promote JDAI
    Stephanie Vetter agreed that the collaboration among the state leadership team is critical in identifying the action steps and creating the time table and set of activities that the team wishes to support. Chairman Velasquez said that the statewide leadership team could help with communication and reinforce the messaging that is developed.
  10. Annual Results Report
    Angie Jimenez shared details on the outreach efforts to sites and conference calls between the individual JDAI sites, Karima Douglas, Stephanie Vetter, Susan Witkin and herself to discuss the annual reports report and updated JDAI reporting portal. During those phone conferences, sites were asked about what types of practices they have adopted that incorporate the JDAI principles. Many sites were able to identify such practices but did not necessarily identify those as JDAI practices. Angie Jimenez shared that sites shared concerns regarding funding and staff turnover. Members noted that many of the JDAI sites also have Juvenile Justice Councils, which can be an opportunity for greater engagement.
