Policy Memorandum Supplements MR#15:21, dated 10/15/15 

Summary:

  • This policy memorandum supplements MR# 15.21, Enrolling Households into Mid-Point Reporting with 12-Month Approval Periods, dated 10/15/15.
  • We are providing this policy memorandum to clarify when a 12-month certification period with a Mid-Point Reporting Item 80 code 656 (I) is assigned to initial SNAP applications and REDEs.
  • For initial SNAP applications processed in IES and the first month of the certification period is December 2015 or after, a 12-month certification period is assigned. An (I) will be centrally entered in Item 80 code 656 with Item 36 (R).
  • Any initial SNAP applications where the first month of the certification period is prior to December 2015 will be assigned a 6-month certification period. The system will centrally enter Item 80 code 656 (M) and Item 36 (R).
  • For initial SNAP applications received in Service Coordination and processed in ACM or IPACS with December 2015 as the first month of the certification period or after, a 12-month certification period is entered in Item 24 by the HSC and an (R) is entered in Item 36. An (I) will be centrally entered in Item 80 code 656 for Mid-Point Reporting.
  • For EZ REDE cases with an Item 24 SNAP certification end date 11/15 and Item 80 code 656 (F) processed in ACM or IPACS and the first month of the certification period is December 2015 or after, a 12-month certification period is entered in Item 24 and an (R) in Item 36 by the HSC. An (I) will be centrally in entered in Item 80 code 656 for Mid-Point Reporting.
  • For EZ REDE cases with an Item 24 SNAP certification end date 11/15 and Item 80 code 656 (M) processed in ACM or IPACS and the first month of the certification period is December 2015 or after, a 6-month certification period is entered in Item 24 and an (R) in Item 36.  Item 80 code 656 is centrally entered with an (F) and the case remains in EZ REDE status until the face-to-face REDE becomes due.
  • Active cases that were enrolled too soon with an Item 80 code 656 (I) will be centrally changed to an (M) at a later date. These cases will remain in EZ REDE until they become due for a face-to-face REDE.

When is it a 12-Month Certification Period?

Initial Applications in IES

For initial SNAP applications processed in IES and the first month of the certification period is December 2015 or after, a 12-month certification period is assigned. An (I) will be centrally entered in Item 80 code 656 with Item 36 (R).

Initial Applications in Service Coordination

For initial SNAP applications received in Service Coordination and processed in ACM or IPACS with December 2015 as the first month of the certification period or after, a 12-month certification period is entered in Item 24 by the HSC and an (R) is entered in Item 36. An (I) will be centrally entered in Item 80 code 656 for Mid-Point Reporting.

Form 4893- Important Notice - Your SNAP Benefits Are Ending

For EZ REDE cases with an Item 24 SNAP certification end date 11/15 and Item 80 code 656 (F) processed in ACM or IPACS and the first month of the certification period is December 2015 or after, a 12-month certification period is entered in Item 24 and an (R) in Item 36 by the HSC.  An (I) will be centrally in entered in Item 80 code 656 for Mid-Point Reporting.

When is the Certification Period 6-months?

Initial Applications in ACM, IES, IPACS

Any initial SNAP applications processed in ACM, IES, or IPACS where the first month of the certification period is prior to December 2015 will be assigned a 6-month certification period. The system will centrally enter Item 80 code 656 (M) and Item 36 (R).

Form 4764, Form 4765- Redetermination Application

For EZ REDE cases with an Item 24 SNAP certification end date 11/15 and Item 80 code 656 (M) processed in ACM or IPACS and the first month of the certification period is December 2015 or after, the HSC enters a 6-month approval period in Item 24 and an (R) in Item 36. Item 80 code 656 is centrally entered with an (F) and the case remains in EZ REDE status until the face-to-face REDE becomes due.

System Changes to Correct Active Cases

Active cases that were enrolled too soon with an Item 80 code 656 (I) will be centrally changed to an (M) at a later date. These cases will remain in EZ REDE until they become due for a face-to-face REDE.
