Programmatic Goals

Goal #1: Area To Be Addressed:

IDHS' goal is to develop and implement proactive strategies to improve recruitment efforts in IDHR Region 1 for adding minorities to the eligibility list in the Technicians and Support Services EEO Job Categories, and Females in the Protective Services category.  The goal is to help achieve the reductions of underutilizations.

Objective:

Achieve a workforce that is reflective of the African American, American Indian/Alaskan Native, Hispanic/Latino, Asian and female populations in Illinois in IDHR Region 1.

Action Item 1:  1. Develop a Report of missed opportunities to address minority underutilization for submission to IDHS staff responsible for recruitment and hiring.

  1. Responsibility - Robert J. Grindle - Chief EEO AA Officer and Amelia Gavina - Manager of Recruitment & Minority Relations
  2. Completion Target Date - Monthly/Quarterly/Annually
  3. Monitoring Procedure - Review hiring and promotion monitors to analyze underutilization opportunities

Action Item 2:  Diversity Branding, showcase agency diversity via employment page, social media, printed materials, pictures and video.

  1. Responsibility - Marisa Kollias, Director of Communications
  2. Completion Target Date - Quarterly
  3. Monitoring Procedure - Review number of applicants on eligibility list, not qualified and hires by areas of underutilization.

Action Item 3:  Work through Recruitment, Hiring & Retention Committee to track progress of attaining goal.

Action Item 4:  Establish a partnership with minority-based organizations & legislators to increase the number of eligible African Americans, American Indians/Alaskan Natives, Hispanics/Latinos, Asians and Female Employees.

  2. Completion Target Date - Weekly/Monthly
  3. Monitoring Procedure - Create reports to disseminate/discuss with the Recruitment, Hiring and Retention Committee.

Action Item 5:  Develop & foster partnerships in the community across IL to enhance & fill vacancies with qualified Hispanic/Latinos, Asians & Females.

  2. Completion Target Date - Quarterly
  3. Monitoring Procedure - Track the number of minority applicants who are recruited for employment with IDHS in areas of underutilization.

Action Item 6:  Interagency collaboration, revise recruitment, hiring and promotion policies and practices to allow for increasing staff diversity, with a focus on Black and Indigenous people of color.

  1. Responsibility - Racial Equity Committee and Amelia Gavina - Manager of Recruitment & Minority Relations
  2. Completion Target Date - Monthly/Quarterly/Annually
  3. Monitoring Procedure - Track number of diverse internal promotional hires.


Goal #2: Area To Be Addressed:

IDHS' goal is to develop and implement proactive strategies to improve recruitment efforts in the Central and Southern parts of the State where there are 4 or fewer underutilizations by adding minorities and females to the eligibility list in the EEO Job Categories that are affected.  The goal is to help achieve the goal of reducing underutilization.

Objective:

Achieve a workforce that is reflective of the African American, American Indian/Alaskan Native, Hispanic/Latino, Asian, and Female populations in the Central and Southern parts of the State.
