Verifying Illinois Former Foster Care
NOTE: The below procedures apply to individuals who were in Illinois foster care.
Verify federally funded medical coverage for Illinois foster care by viewing MMIS.
- Find the applicant's RIN. It can be found in IES in the following locations, through Left Navigation:
- Go to Inquiry/Individual-search for the individual and click on the individual's name to bring up the Individual Summary screen; or
- Go to Data Collection/Individual Information/Individual Household;
- Go to BlueZone and open the IPACS Inquiry System (otherwise known as PACIS or IMSA).
- MMIS is accessible by selecting the function key PF8/F8.
- Locate the MANGP code in MMIS by entering the individual's RIN in the RECIP ID field. Locate the column headings REGULAR ELIGIBILITY and MANG P.
MANGP codes appear in MMIS to the right of the case ID. Compare the MANGP code for the eligibility segment that corresponds to the date range in which the individual reached his or her 18th birthday.
MANGP code "TA" is used for federally funded medical for foster care. If a youth was age 18 or older when medical coverage ended under category 98 and had the MANGP code TA, the youth qualifies for Former Foster Care if all other eligibility criteria are met.
Example 1: The youth turned age 18 on 09/02/2017. The MMIS screen shot below shows DCFS medical under MANGP code "TA" ended after the youth turned age 18. If this youth meets the non-financial eligibility criteria, the youth is Former Foster Care eligible.

Example 2: The youth turned age 18 on 12/22/2016. The youth did not age out of DCFS coverage however until the next year. The MMIS screen shot below shows DCFS medical under MANGP code TA ended after the youth turned age 18. If this youth meets the non-financial eligibility criteria, the youth is Former Foster Care eligible.
