The Department uses three models for delivering work and training services:
- Contracted Work and Training Providers
- FCRC Work and Training Services
- Teen Parent Services.
Contracted Work and Training Providers
Agencies contracted to provide work and training activities are responsible for the overall case management of clients assigned to Countable work and training activities. These agencies, referred to as providers, are responsible for securing appropriate work experience opportunities for clients. The contracted work and training agencies are responsible for securing documentation from assigned work and training site supervisors that verify clients' daily hours of attendance and for submitting this information weekly to the Department. These agencies are also responsible for placing a percentage of clients assigned into unsubsidized employment. Services provided by contracted work and training providers are monitored by Department staff.
FCRC Work and Training Services
The FCRCs are responsible for the case management of clients not assigned to contracted work and training providers. FCRCs are responsible for securing appropriate work experience, community service and educational opportunities for clients. The FCRC enters into agreements with appropriate local agencies, employers, and educational organizations. These agencies agree to provide on-site supervision and to submit documentation verifying clients' actual hours of attendance.
Additional supervision of clients is provided by the FCRC through TANF case management visits. The purpose of case management visits is to review and discuss clients' compliance with attendance, work site requirements and progress toward gaining employment skills.
Teen Parent Services
Education and training activities for teen parents who do not have their high school diploma or GED is managed either by contracted work and training providers or FCRC staff. Those responsible provide case management services for teens enrolled in secondary schools and GED programs.
