Certain TANF recipients do not meet any criteria to exempt them from engaging in Countable acivities, yet they may have challenges which make it difficult to achieve the Work-Eligible Participation Target. Special considerations are given to help these individuals move toward the goal of full engagement in Countable work and training and education activities.
