Minutes

  1. Call to Order
    The meeting was called to order at 9:35am. 
  2. Roll Call
    Chairman Rick Velasquez, Commissioners Rodney Ahitow and George Hill.  Quorum present.  Guests:  Jason Steele, AOIC; Tom Gregory, IPCSA;  Susan Witkin, U of Illinois; Melissa Parise, Cook County JDAI.Staff:  Rob Vickery, Julie Stremlau and Jeff Bradley. 
  3. Approval of Minutes
    Commissioner Hill motioned to approve the July minutes.  Commissioner Ahitow seconded the motion.  Minutes approved.
  4. Chair's Comments
    Chairman Velasquez noted the upcoming IJJC Retreat.  Plan to discuss goal setting, etc. at that time. 
  5. Detention/Detention Alternatives
    1. Project Updates
      1. JDAI Annual Conference
        JDAI Coordinator, Jeff Bradley updated the group.  We will fill all 8 of our slots for the conference.  The delegation will represent our developing relationship with IPCSA and focus on policy level delegates instead of site representatives as has been past practice. 
      2. JDAI Results Reports
        Chairman Velasquez noted Casey's Report and emphasized that the Detention Data Report Susan Witkin recently presented is better and commended everyone's involvement on this project. 
      3. Detention Standards/Jail standards
        Rob Vickery explained that he and Peg Roberts continue to draft the standards.  They try to draft at least one standard a month.  It was noted the process or startup of this update began in 2002 and has been going on far too long.  The standards need to be finalized. 
      4. IPCSA Partnership
        Tom Gregory of IPCSA updated the group.  They continue to meet monthly with probation and see JDAI fitting in well.  Commissioner Hill believes it is crucial to have county boards involved. 
    2. Compliance Report
      The group reviewed the Compliance Report and discussed those with the most violations.  IJJC Executive Director, Rob Vickery stated we are really making and effort to remain in compliance.  They are drafting letters to be sent out tot those that violate.  Commissioner Velasquez noted that Cicero's violations have decreased.  The group discussed the difference between a jail and lock up.  It was noted most jails are operated by the sheriff in the county.  Lock ups are cells.  The violations are not due to the lack of space at detention centers as they are no longer as full as they used to be.  The time extended past the requirements seem to be a result of the investigative procedures that law enforcement conduct.  The JDAI Committee will continue to monitor compliance closely. 
  6. New Business
    There was a discussion about the Committee breaking down assignments and dispersing those among members.  The question of whether monthly meetings would be more productive than work groups was noted.  Commissioner Bullard believes the work groups could get more accomplished.  The work groups would then present to the Committee for final ruling.  This discussion will continue at the IJJC Retreat.
