  1. Call to Order
    The meeting was called to order at 9:34am.
  2. Roll Call
    Chairman Rick Velasquez, Commissioner Rodney Ahitow. Quorum not present. Guests: Kanako Ishida, Connie Kaiser and Jennie Sutcliffe. Staff: Karima Douglas, Jeff Bradley, Rob Vickery and Julie Stremlau.

    1. Project Updates
      1. Juvenile Detention Data Report Update
        The Detention Data report is finished. Executive Director, Rob Vickery explained there have been many requests for electronic copies so the report can be shared. It is now available at http://ijjc.illinois.gov/Detention2013.  The report has received positive reviews.
      2. Transportation Study
        JDAI Coordinator, Jeff Bradley explained he will be meeting with judges about the transportation study on March 4th. Rob Vickery explained the resolution never passed. It has developed into two separate bills. One bill allows video conference appearances for detention and status hearings, and the other allows this approach when a youth is in state custody. Mr. Vickery will be meeting with the sponsor of the bill very soon. Jeff Bradley shared that the process of detention hearings held via teleconference will not pass constitutional guidelines. The Department of Juvenile Justice has an interest in this study but is not pushing for or against. Detention has remained neutral. It appears the Sheriffs are supporting this.
      3. Detention Standards/Jail Standards
        Jeff Bradley explained that the Department of Corrections continue to say they are ready to update the standards but nothing moves forward. The 6-7 hour hold jails are a major issue. It appears there is little communication between leadership and the front line workers. Meetings occur but nothing changes. IDOC agrees with the Commission's input on this update but this cannot move forward until DOC decides to do so. There are two sets of standards to consider here; jail and detention. Detention is a much bigger project. Robert Vickery and Peg Roberts have been working on these standards. They are working with other key stakeholders but want to perfect their draft before a initiating a review. IPCSA is also at the table. A draft by the end of the fiscal year is not feasible. It was noted that this topic needs to be considered a priority.
      4. IPCSA Partnership
        IPSCA is to adopt JDAI as a formal initiative. A draft resolution is being finalized and is based on what Washington State did. There is a chance for JDAI to be available where it has not been possible before. Once the resolution is finalized the Commission will approve. There was a discussion about JDAI funding and the Casey Foundation. The group discussed current budget issues and its effect on contracts. Rob Vickery explained that non-profit organizations will feel the reductions first. There is understandable concern on all fronts. Jeff Bradley added that IL JDAI is familiar with a lack of funding. These fiscal changes occurred in the past and many JDAI sites were still able to sustain their programs. Obviously there will be a loss of alternatives but nothing we have not seen before. The committee suggested looking toward the probation department for solutions when these reductions become a reality.
    2. Compliance Report
      No major issues noted.
  6. New Business
    There is legislation moving forward that will remove status offenders from detention completely. The caveat is the minimum for juveniles in detention would increase. SB 1560 Provides that if a minor is sentenced to be placed in detention, the period of detention shall not exceed the lesser of 6 months or the period of incarceration permitted by law for adults found guilty of the same offense or offenses for which the minor was adjudicated delinquent (currently, 30 days). DJJ understands the issues with this bill, as do we, but are hopeful the bill will be amended.
  7. Next Meeting
    May 5, 2015, is the next scheduled meeting. It was noted there is a conflict due to some presentation. The meeting will be changed to accommodate the members. A notice will be sent out reflecting the changes.
