  1. Call to Order
    Meeting called to order at 9:42am. 
  2. Roll Call
    Chairperson Esther Franco-Payne. No quorum present. Staff: Karima Douglas, Robert Vickery, Erica Hughes, Stephanie Kollmann, Julie Stremlau. Guests: Sophia Gatton (ICOY intern), ILJP interns, Jaclin Davis, Sarah Yousuf, Kathleen Bankhead, Era Laudermilk, Keyria Rodgers, Shirene Thomas.
  3. Approval of Minutes
    No quorum. Minutes to be approved at the September meeting.
  4. Update: DMC Forum Series
    Karima Douglas presented an update from the forum planning group including a draft agenda. The agenda included a data presentation, space for an introduction speaker and two panels. President Toni Preckwinkle was suggested as the welcome speaker. The Committee determined that the first panel would include representatives from juvenile court, IDJJ and juvenile probation. The second panel will include a representatives from the Chicago Police Department, ACLU, and community safety advocacy groups. Karima Douglas was tasked with developing panel questions and electronic invitations for the event.
  5. Update: Toolkit/Resource Guide
    Sophia Gatton (ICOY intern) presented an almost final draft of the DMC Toolkit. The toolkit includes a glossary of commonly used terms, 2013 race and ethnicity data, explanations of DMC contributing factors, a description of the nine contact points present in the Illinois juvenile justice system and model intervention strategies for reducing DMC. The Committees response to the toolkit was overwhelmingly positive. Committee members suggested including more recommendations for community members. Chairwoman Franco-Payne asked that a page be included introducing the Commission and its work. She also asked that the "Bridging the Divide" project be included in the DMC model programs. The toolkit is set to be distributed at the first DMC forum.
  6. DMC & Juvenile Justice Council Program Planning
    Karima Douglas reported to the Committee that she and Rob Vickery were conducting a series calls with representatives from all juvenile justice council grantees. The purpose of those calls are to discuss proposed program plans submitted with applications for funding and discuss DMC data. Representatives were made aware that their funding was contingent on adequately addressing DMC. On each call, the DMC Coordinator (Douglas) gave a brief summary of the data collected from the counties with a specific focus on decision points with the highest disparities. Arrangements were made to discuss that data further in order to develop narrowly tailored plans.
  7. New Business | Public Comment
    Jaclin Davis from the Southland Juvenile Justice Council reported that the SJJC was in the process of restructuring and there was an upcoming meeting with key stakeholders to nail down future plans. Rob Vickery also reported that SJJC leaders were working with the Illinois Association of Juvenile Justice Councils to receive technical assistance.
