Summary
This manual release contains policy changes for the SNAP Utility Standards, the Gross/Net Income Standards and Deductions and the SNAP Maximum Benefit amounts effective October 2014. This release also contains information about SNAP approval period extensions for SNAP only cases and Family Health Plan cases with SNAP.
- As a result of our annual review of the SNAP utility standards the Air Conditioning/Heating Standard is reduced to $370. The Limited Utility Standard is increased to $280, the Single Utility Standard increased to $62 and the Telephone Standard is increased to $32. FNS has approved the change in utility standards to be implemented effective 10/01/14. System changes are effective 09/15/14.
- Federal law provides for an increase in the Maximum Monthly Gross and Net Income Standards, the Standard Deductions, Maximum Monthly SNAP Benefit Amounts, the Monthly SNAP Benefit Amounts for 1-2 person households to $16 and the Maximum Excess Shelter Deduction ($490) effective 10/1/14. The Basis of Issuance Table has been revised to reflect this change.
- The SNAP 200% FPL Gross Income Standards used to determine categorically eligibility for qualifying member households is increased to be consistent with other programs.
- IES has implement these changes with regular roll benefits for October 2014. All other changes are effective 09/15/14, effective for all October issuances.
- Active cases will be centrally updated at the close of their processing schedule effective for 10/01/14.
- System changes to the ABE and Web SNAP calculators and the expedited questions in IES and ABE are effective 10/01/14.
- The Program Standards chart WAG 25-03-02 is revised with the new standard amounts.
- Supplemental Nutrition Assistance Program brochure (DHS 124) is revised.
- Effective 06/16/14 through implementation of IES, SNAP approval periods for mail-in REDEs are extended 6 months for SNAP only (category 08) and Family Health Plan (category 94/96) cases with SNAP except those cases coded with 801, 802, or 654 in Item 90 that have a SNAP benefit amount of $400 or higher. The cases with approval periods centrally extended are coded with a J in Item 80 656 Total Cost field for 07/14 - 12/14. The cases with approval periods centrally extended are coded with a K in Item 80 656 Total Cost field for 01/15 - 06/15 and an L for those extended 07/15 through implementation of Phase II.

Increase in SNAP Standards
Federal law provides for an increase in the Maximum Monthly Gross and Net Income Sandard the Standard Deduction Amounts. The Maximum Excess Shelter Deduction is increased to $490. In addition to these changes, we are revising the 200% FPL Maximum Gross Income Standards used to determine SNAP categorical eligibility for qualifying member units.
System Changes
IES has implemented these changes effective with regular roll benefits for October. System changes are effective for October 2014 issuances processed through ACM and IPACS on or around 09/15/14.
