Minutes

  1. Call to Order
    Meeting was called to order at 2:10pm.
  2. Roll Call
    Present: Co-Chairmen Julie Biehl and Esther Franco-Payne; Commissioners Lisa Jacobs, Shelley Davis and IJJC Chairman George Timberlake. Quorum present. Guests: Commissioner Dana Weiner, Esther intern (Jessie?), Stephanie Kollmann and Brent Frey; Staff: Julie Stremlau, Heidi Mueller, Rob Vickery and Karima Douglas.
  3. Approval of minutes
    Commissioner Davis moved to approve May 23, 2013 minutes, Commissioner Jacobs seconded the motion. Minutes approved.
  4. Status of Reports
    1. Annual Report
      The Annual Report is complete and in the process of finalizing distribution.
    2. Raise the Age Report
      The Governor has been asked to sign the Raise the Age bill at a Leadership Council ceremony on July 9th. No response at this time.
    3. Juvenile Sex Offender Study
      Commissioner Jacobs reported that Dr. Anita Weinberg is drafting the Sex Offender Study Report, should be ready next week.
    4. Juvenile Reentry Improvement Study
      No update.
    5. Youth Engagement
      Still no word from Governor's office on youth commissioner application and appointment. Group continues to meet and address issues.
    6. DJJ Vocational Education
      No update.
    7. DMC Assessment
      1. Communications and Release
        DMC Appeal accepted by OJJDP. Assessment work continues.
  5. Data Liaison
    Executive Director, Heidi Mueller and Commissioner Jacobs continue to meet with Commissioner Weiner about data issues. Suggested Commissioner Weiner serve on all IJJC Committees with data issues, as needed and feasible.
  6. Communications Strategies
    1. Website
      Rob Vickery explained the IJJC website continues to be updated as necessary.
  7. New Committee Structure
    The group discussed the current issue of membership to this committee and others and the lack of participation by other members of the Commission. The group discussed the overall structure of the current committees. The IJJC has the task of completing priorities and finalizing a list of duties for each committee. The group discussed the new Policy and Research committee and its focus. Commissioner Jacobs explained the findings, new committee priorities and discussed the role of the Communications committee and how it should and will affect the new committees to be structured. There was discussion of eliminating the Communications committee and focus on the newer work groups-coordination of policy analysis with communications focus. The full commission will be asked at the July meeting to address new membership or the dissolution of the Communications committee. The IJJC needs to determine the work required by all to have the most effective committees and structure.
  8. Other Items / Next Steps
    The group discussed DJJ and the issues with current programs and response by DJJ. DJJ will present at the next full Commission meeting.
