CILA Rate Changes and Estimated Rate Calculator
October 31, 2012
Purpose
The purpose of this Information Bulletin is to provide additional information regarding activity surrounding the recent rate changes in the Community Integrated Living Arrangements (CILA) Program (Program 60D). Specifically, we wish to draw your attention to the availability of a CILA Estimated Rate Calculator now available on the Department of Human Services / Division of Developmental Disabilities' (DHS/DDD) web site.
For additional information about the previously announced methodology and funding changes, please see the Public Notice for the change in Fringe Benefit Allowance in the Illinois Register Vol.36, Issue 37, pages 14126 - 14127, and the Public Notice for the methodology changes for 1 to 4 bed CILAs with 24-hour shift staff is located in the Illinois Register Vol.36, Issue 39, pages 14533 - 14535.
New CILA Rate Sheets
New CILA Rate Sheets and Turnaround Sheets reflecting the recent rate changes for everyone served through Program 60D are being mailed to provider organizations as of the release of this bulletin. (Please allow the week of November 5th, 2012, for mail delivery.) Cover letters provide explanations of the changes in these rate sheets.
Please Note: There are different effective dates on these rate sheets:
- All residential rate effective dates are October 1, 2012, to coincide with the recently approved rate changes.
- All individual support effective dates are July 1, 2012 or later, as the Department of Healthcare and Family Services modified the rate paid for physical, occupational, and speech therapies.
- All day program effective dates remain unchanged from what was previously on file for the individuals.
CILA Estimated Rate Calculator
Now available on the DHS/DDD's web site is a CILA Estimated Rate Calculator. This new calculator will calculate an ESTIMATED basic CILA rate for any type of CILA funded through Program 60D. The calculator will allow the user to print the estimated rate sheet.
This estimated rate is not an official rate. Estimated rates generated by the CILA Estimated Rate Calculator reflect the rate changes which were implemented October 1, 2012. The estimated rates generated by the CILA Estimated Rate Calculator also reflect the methodology changes which eliminated the disincentives for 24-Hour Shift Staff homes with site capacities between one and four.
The CILA Estimated Rate Calculator only estimates CILA rates and does NOT in any way commit the DHS/DDD to funding any individual or funding any individual based on the estimated factors as entered on the CILA Estimated Rate Calculator. CILA funding for any individual requires written approval by the DHS/DDD prior to receiving any CILA services. Nor does the CILA Estimated Rate Calculator guarantee any level of funding for any individual if they are approved for DHS/DDD CILA services. Rate changes for any individual who is currently funded in CILA services by the DHS/DDD also requires prior approval by the DHS/DDD before any rate determining factors will change an individual's funding.
Questions Regarding Downsizing Sites
Providers may use the CILA Estimated Rate Calculator to estimate the revenue impact should they downsize a CILA to four or fewer capacities from the current capacity and be able to estimate or compare CILA rates based on a variety of input factors.
Changes to CILA Rates User Guide
These changes will necessitate a substantial rewrite and update to the "CILA User Guide, Cost Center Definitions and Reimbursement Levels". This process will begin in the next few weeks, and as sections are ready, they will be posed to the User Guide on the DDD web site and dated.
Effective Date
Recent rate changes were effective on October 1, 2012, as previously published. Rate changes for therapies were effective on July 1, 2012. The CILA Estimated Rate Calculator is available immediately on the web site.
