MR #12.09 Form 552 Coding Change for Certain Noncitizen Children's Medical Benefits

Summary:

  • Federal funding is available for noncitizen children under age 19 requesting or receiving medical benefits who are legal permanent residents and entered the U.S. less than 5 years ago;
  • A new Item 80 code will track and update Item 74 for a noncitizen child who became eligible as a legal permanent resident (LPR) in the U.S. less than 5 years ago once the five year bar is met; 
  • Federal funding is also available for noncitizen children under age 19 requesting or receiving medical benefits who are lawfully present in the U.S.;
  • Noncitizen children who are lawfully present include those who were Permanent Residents under Color of Law (PRUCOL) and children who have other documentation that shows they are lawfully present in the U.S.;
  • The term 'lawfully present' replaces the term PRUCOL in the policy manual;
  • Existing cases containing noncitizen children who are legal permanent residents and have been in the U.S. less than 5 years will be centrally updated with a new Item 80 code for tracking; and
  • AIS, ACM and IPACS are updated for entry of the new Item 80 code.
