MR #12.08 National Change of Address (NCOA) Service

Summary:

  • Client addresses will automatically be updated in the Client Database (CDB) when a change of address is reported to the U.S. Postal Service (USPS) and received from the National Change of Address (NCOA) Service.
  • After an initial update on 03/29/12, all active cases will be run through the NCOA update process each month on the day after schedule 09 cut-off.
  • The address will be updated only if the 'old address' that is reported to the USPS matches the address of record contained on the CDB. 
  • A change of address reported to the USPS satisfies the cooperation requirement to report a mailing address to DHS or HFS when the old address matches the address that was on the CDB.
  • Staff are required to update an address on the CDB when a change is reported to DHS or HFS.
  • CN 12.09/S (pdf) is being inserted with May 2012 medical cards, and being mailed to cases in unmet spenddown and All Kids/FamilyCare Rebate cases.
