Program Description
Partnerships for Success (PFS) works to enhance collaboration between state leaders and community members in order to build capacity for substance abuse prevention. Our goal is to reduce the high school (10th and 12th grades) 30-day use rate from 40.6% to 35% by 2012.
Funds are directed to communities that have been identified as "high contributors" to the state's underage drinking rate. PFS provides support to community coalitions in implementing evidence-based strategies that target social and retail access to alcohol by minors, and policies and enforcement strategies to reduce and prevent underage drinking. Coalitions include local youth, parents, school, law enforcement, faith-based, and other youth-serving organizations. At the state level, policy makers and other key stakeholders initiate and implement policies, redirecting programming at both the state and local levels for long-term impact.
Target
Youth aged 13 to 18 in 20 selected communities across Illinois.

Purpose
The purpose of the Illinois Partnerships for Success Grant is to use a community-based participatory approach to addressing underage drinking through evidence-based strategies.
Services
State-level policy development and assistance to broad-based community coalitions in conducting assessment, capacity building, strategic planning, implementation of evidence-based strategies, and evaluation in a culturally competent and sustainable manner to address community risk and protective factors associated with underage drinking.
Delivery Method
Grantees provide and/or leverage services that target the community's prevention system. Strategies may include policy development, training for local beverage servers, marketing messages, and enforcement strategies.

Program Accomplishments
Several communities reported increased coalition capacity through increased interest in collaboration from law enforcement and youth sectors (via connections with school youth teams and programming); restructuring the coalition subcommittees to engage new and existing coalition members; and appointing new chair and vice-chairs to the coalition structure. Some have had success engaging sectors that have previously been hard to engage such as youth, parents, businesses, school staff, local media, and civic/volunteer organizations.
