SNAP REDES Impacted By Late Mailing of Central Notices

Summary:

  • From the period of December 26, 2011 through January 17, 2012, approximately 56,341 SNAP households were affected by issues with central mailings of SNAP REDE notices.
  • Food and Nutrition Service (FNS) has approved our request to issue SNAP benefits without proration to  customers filing an untimely application as a result of not receiving a REDE notice of expiration on time.
  • If the customer's REDE application is filed during the month after the end of their approval period, do not prorate benefits. 
  • Use the date of receipt to register the REDE. Issue a mercury for a full month's benefit for the month of application using TA 11/TAR 02, unless expedited. 
  • For applications that have already been processed and the customer did not receive a full month's benefit, issue a supplement and document in the case file. 
  • Check the availability date to make certain it does not change. For 94/96 approvals in Group 22, the system assigns the case to one of three availability dates, 4th, 7th, or 10th when an untimely REDE is filed. Use TA 31/TAR D1, to change the date back if the customer would normally receive benefits on the 1st of the month, but the mailing issues caused the untimely REDE.

What Happened

SNAP redeterminations notices were not centrally mailed  to customers due to a shortage of the special envelopes these notices require. From the period of December 26, 2011 through January 17, 2012, approximately 56,341 SNAP households were affected by the late mailing of central SNAP REDE notices that may result in the untimely filing of SNAP applications by customers.

How to Process Untimely SNAP Redes

Food and Nutrition Service (FNS) has approved our request to issue SNAP benefits without proration to those customers who file an untimely REDE application as a result of receiving the notice of expiration late. The REDE application is untimely when it is filed after the SNAP approval period has ended. If the REDE application is filed after the last day of the previous approval period, do not prorate benefits. Register the application using the date of receipt. Issue a full month's benefit for the month of application using TA 11/TAR 02, unless expedited.

For applications that have already been processed and the customer did not receive a full month's benefit, issue a supplement and document in the case file.

Example:  Ms. J receives SNAP on a 94 case with her child. The last month of her certification is 01/12.  Form 4765 was due to mail to Ms. J on 12/26/11.  On February 8, Ms. J comes to the FCRC because she does not have February benefits.

Ms. J states she did not get a notice of expiration. The caseworker looks at her report list #84501005 that shows Cases Due for Mail-In-Earned Income REDE (Form 4765/Form 4764) by caseload, and confirms that Ms. J is a customer that was affected by the late mailing because she was supposed to receive a 4765 dated 12/26/11.

Ms. J completes a 4765 while in the office and gives the HSC all verifications needed.  Through no fault of her own Ms. J's REDE application is untimely. The HSC processes the application so that Ms. J's receives a full month's benefits for February. The availability date should remain the 1st of the month. The HSC uses TA 31/TAR D1 to change the date back to the 1st of the month.
