Minutes

  1. Call to Order: The meeting was called to order at 10:48 AM.
  2. Roll Call: Co-Chairmen Esther Franco-Payne and Julie Biehl, Chairman George Timberlake, Commissioner Lisa Jacobs. Staff: Rob Vickery, Julie Stremlau, Lin Ferguson. Guests: Stephanie Kollmann, Laura Liu.
  3. Approval of minutes: Commissioner Biehl made a motion to approve the minutes of the September 27, 2012 meeting. Chairman Timberlake seconded the motion. All in favor. None opposed. Minutes approved.
  4. Status of Reports & Legislation
    1. Annual Report: Jim Bray will have the report ready and will send to the Committee on Friday. The report will be forwarded to the Communications Committee members for approval and then sent to the Executive Committee meeting for approval on December 19, 2012.
    2. Raise the Age: Review of revised recommendations from November Commission meeting. Stephanie Kollmann presented the edits and the Committee refined them.
    3. SB2151 - Sex Offender Bill: The vote to approve the JSO will occur at the Executive Meeting on December 19, 2012. We will work on a release strategy once we know when the report will be completed.
    4. SB1725 Juvenile Reentry Improvement Study
      1. Reentry Committee Update: Community Briefings - Stephanie went to Peoria. St. Clair County has been scheduled for February 12, 2013. Rob Vickery will be attending and invited any Commissioners available to attend. He has an invitation from ICOY to present this information on February 27, 2013. Affordable Care Act on high risk youth are the topics to be discussed. He will continue to work with JJI and others to understand the legislative strategy. Commissioner Biehl provided an update on the RJ lawsuit.
      2. Youth Engagement: Rob Vickery put together a presentation on Youth Engagement. Marcus Cammon was removed from the membership roster. Heidi Mueller and Chairman Timberlake will clarify Commission membership numbers.

    1. Website: Rob Vickery passed out a memo stating that the website is almost ready. January 4 is the target date to have it ready for testing. Live date is January 11, 2013.
    2. Messaging: Facebook page will be available on the website to accept comments.
    3. Social Marketing: Commissioner Franco-Payne met with Kye and will have an update soon.
  7. Other Items / Next Steps: Chairman Franco-Payne asked if there are any other needs for Commissioner Weiner's expertise. None requested.
