MR #11.27: Assignment of Recipient Identification Number (RIN)

Summary:

  • Healthcare and Family Services (HFS), Department of Human Services (DHS) and Department of Children and Family Services (DCFS) are changing the hierarchy of the Recipient Identification Number (RIN).
  • The assignment of a single RIN maximizes efficiency in serving customers and providers.
  • The criteria have changed for selecting a previously assigned RIN for customers applying for services. 
  • Use the new RIN hierarchy to select the best RIN to use when multiple RINs are found in the Client Information System (CIS).
  • Review the Client Name and Address Inquiry (ANQR) and ACID inquiry before approvals and additions (including newborns).
  • Do not use a RIN assigned by the Key Information Delivery System (KIDS), Illinois Cares RX, or the State Renal Program.
  • Refer to WAG 02-07-01 and WAG 27-60-03 when assigning a RIN.
