MR #11.16: All Kids and FamilyCare Policy Changes

Summary:

  • Effective July 1, 2011, state law requires the All Kids program to have an income limit that is 300% of the federal poverty level (FPL). This means that the All Kids Premium Level 3 through 8 program will end.
    • Starting on July 1, 2011, new applicants will no longer be enrolled in All Kids Premium Levels 3-8. 
    • Children who are already enrolled in All Kids Premium Levels 3-8 on July 1, 2011 may continue to receive benefits through June 30, 2012 if otherwise eligible.
    • CN 11.27 (pdf) and CN 11.27S (pdf), is being sent to all active All Kids Premium Level 3-8 cases in June 2011 to give them information about how the income limit will affect them.
  • State law eliminated the 3-month ineligibility period for All Kids Share, All Kids Premium and All Kids/FamilyCare Rebate for families who had unpaid premiums when their case was canceled. 
  • An Information Memorandum will be issued when computer system changes to eliminate the 3-month ineligibility period edits (in AIS and ACM) are completed.
  • If past due premiums are received and posted by the end of the effective month of a cancellation that was due to non-payment of premiums, benefits may be restored without requiring a new application.
