Governor Quinn Announces SNAP Food Assistance for Flood-Stricken Southern Illinois Counties

Applications available starting Friday at several local Illinois Department of Human Services offices

SPRINGFIELD - Governor Pat Quinn announced today that the Illinois Department of Human Services (IDHS) will offer immediate food assistance for southern Illinois flood victims beginning Friday, June 24, 2011. The USDA's Food and Nutrition Services has authorized IDHS to offer special Disaster Supplemental Nutrition Assistance Program (SNAP) benefits for residents of 14 counties declared federal disaster areas as a result of flooding in late April and early May.

"The unprecedented floods in southern Illinois have had a devastating effect on many families," said Governor Quinn. "Now that the first rush of crisis aid is over, we don't want any families to fall through the cracks. These SNAP benefits will ensure that everyone can meet their basic needs as they continue to recover from the spring flooding."

Individuals may be eligible for Disaster SNAP if they live or work in specific areas in the following counties: Alexander, Franklin, Gallatin, Hardin, Jackson, Lawrence, Massac, Perry, Pope, Pulaski, Randolph, Saline, White and Williamson. Illinois residents who lived or worked in a disaster area within one of these counties at the time of the disaster may also qualify. To qualify, persons must have had damage to home or business, disaster-related expenses not reimbursed, loss or reduction of income or food loss as a result of the disaster during the period of 4/19/11 through 5/18/11. Applicants must bring proof of identity and residence or job in a disaster area prior to the disaster.

Disaster SNAP benefits will be provided to families based on total income and assets available to a household during the disaster. Non-reimbursed disaster-related expenses are allowed as a deduction from income and assets. A qualifying two person family with a monthly net income less than $1,815 would receive $367 and a one person household with a monthly net income less than $1,503 would receive $200. Most benefits will be available within three days of the date of application.

SNAP benefits can be used to purchase food for human consumption, but cannot be used to buy alcoholic drinks, tobacco products or non-food products. Benefits must be used within 90 days.

Applications will be accepted Friday, June 24 through Thursday, June 30 from 8:30 a.m. until 4:00 p.m. For more information call IDHS at 800-843-6154.

A special application site has also been designated for residents of Perry County who are normally served by the Jackson County office.

IDHS is piloting an online application for individuals and families that received SNAP in Massac County for May 2011 and were affected by the disaster. Active SNAP recipients in Massac County only are encouraged to visit the DHS Website ( and click on the 'Disaster SNAP' link, followed by the 'Currently Receive SNAP - Massac County Only' link.

Persons committing fraud with SNAP will be disqualified from the program, and may be fined up to $250,000, receive a prison term of up to 20 years, or both. In accordance with federal law and U.S. Department of Agriculture policy, the IDHS is prohibited from discriminating on the basis of race, color, national origin, sex, age, religion, political beliefs or disability.
