MR #11.12: Eliminates the Requirement to Verify Housing Costs for SNAP

Summary:

  • Effective 06/13/11, verification of housing costs is no longer required for SNAP.
  • Accept the customer's statement of the amount paid for housing costs and document in the case file.
  • The central address change process has been modified. The current rent amount remains the same when the address is changed.
  • System changes are effective 06/13/11
  • Obsoletes Form 3462.
  • Revises applications Form 683 and Form 2378B, Form 2467, Form 4765B.
  • Web generated Form 267 and PSI Form 4721 are being changed to no longer request verification of housing costs. 
  • For all TANF cash cases only, Form 4721 will have a message to report and verify if the unit has more than one motor vehicle and assets of more $2000.
  • Adds asset question for TANF to Form 4764 and Form 4765.  If a TANF Cash customer reports assets of more than $2000 or more than one motor vehicle the HSC must send the customer Form 1721 to verify assets.
  • Obsoletes TA 32/TAR 49 for cash and medical cases and TA 22/TAR D4 for Category 08 cases.
  •  Starting 06/13/11, the HFS Customer Hotline will assist HCD in improving customer services by making address changes. A new alpha indicator code H identifies an address change made by the HFS Customer Hotline. The Hotline will only change the address. Customers are referred to the FCRC to report any other changes, including a change in housing costs. Customers in EZ REDE are not required to report a change in address or housing costs. For cases in EZ REDE, act on any change reported by the unit. If the EZ REDE unit reports a change in housing costs, update the case to reflect the reported change.
  • A change to Item 80 Code 668, Office of Choice, is to be made by the FCRC, not the HFS hotline.  When a customer contacts the FCRC to change an address, make the change.  Do not refer cutomers to the HFS hotline for an address change.
