Performance Measure Reporting Project

The Illinois Department of Human Services (IDHS) Division of Mental Health (DMH) is responsible for purchasing and managing effective and efficient services to individuals most in need of publicly funded mental health care. Throughout the years, the DMH has worked with other State Mental Health Authorities (SMHAs), the Substance Abuse and Mental Health Services Administration Center for Mental Health Services (SAMHSA CMHS), the National Association of State Mental Health Program Directors Research Institute (NRI), the national Mental Health Statistics Improvement Program (MHSIP), consumers, providers and advocates to identify performance measures that can be used to evaluate public mental health service delivery systems.

The Division collects data from a variety of sources to monitor, evaluate and provide decision support for planning, budgeting and quality assurance and improvement activities. These data sources include reporting from DMH funded providers with regard to the demographic, clinical characteristics and the type and amount of services provided to individuals for whom DMH purchases services, DMH state hospitals, consumer perception of care surveys conducted by the Division annually, and national and state resources. Information derived from this data has most frequently been shared with mental health system stakeholders and other interested parties through the Mental Health Block Grant Applications and Implementation reports that are filed annually and posted on the DHS DMH website.

The purpose of this new initiative, the DMH Performance Measure Reporting Project, is to create a venue to share information with regard to the impact of the purchase and delivery of mental health services to citizens of Illinois more broadly.
