MR #10.31: All Kids Expansion and FamilyCare Authorization Part 1

Summary:

  • This is the first of two releases that updates the manual with All Kids and FamilyCare policy and related system changes.
  • Effective July 1, 2006, state law expanded the All Kids program to provide medical benefits for uninsured children under age 19 whose family income is over 200% of the federal poverty level (FPL), and to cover otherwise eligible children regardless of immigration status.
  • Effective June 30, 2009, state law authorized FamilyCare Share and FamilyCare Premium Level 1 for parents and caretaker relatives of dependent children with income up to 185% of the FPL.
  • There is no change in the All Kids/FamilyCare Rebate standard to 200% of the FPL.
  • Parents and caretaker relatives with income from 185% to 400% of FPL, who had been approved for FamilyCare Premium under the FamilyCare Expansion program prior to June 30, 2009, may remain eligible for benefits as long as there is no break in coverage and they remain in the 185% to 400% income range.
  • Clarifies that ineligibility due to non-payment of premiums affects each person in the family unit, including new family unit members.
  • Clarifies that for children, an increase in income does not have to be reported until the annual REDE/renewal for medical programs.
  • Clarifies that when moving persons from one case to another, actions must be taken in the correct order to prevent medical coverage from dropping off MMIS.
  • This release also updates medical program information in the Introduction section of the manual and program titles and terms on the revised pages.
