MR #10.08: Revising SNAP Policy for Persons Who Move From Another State

Summary:

  • Due to a USDA Food and Nutrition finding, effective 04/19/10, SNAP policy regarding persons who move from another state is revised. 
  • Persons who move to Illinois from another state and received SNAP from the other state, cannot receive duplicate benefits in Illinois for the same period. Verify the last day the applicant received or will receive SNAP benefits from the other state. For initial applications:
    • If the ending SNAP eligibility date for the other state has already ended authorize benefits from the Illinois application date.
    • If the SNAP unit is ineligible for any part of the month the Illinois application is received due to receipt of SNAP benefits from the other state but eligible for the month following, approve benefits effective the day following the last day they received SNAP benefits in the other state.
    • If the SNAP unit is ineligible due to receiving SNAP benefits in the other state for the month the Illinois application was received and the month following, deny the application.
  • Policy for adding a new member (including someone who received benefits from another state) does not change.  Continue to add the new member for the payment month that they are deleted from the former unit.
