MR #10.01: Expanding SNAP Availability Dates For Group 22 Cases

Summary:

  • Beginning 02/16/10 for all 94/96 approvals in Group 22 in AIS, the system will assign the case to one of three new SNAP availability dates; the 4th, 7th or 10th, based on the first letter in the last name.
  • Beginning 02/16/10 when a new 94/96 case in Group 22 is approved with SNAP benefits on the regular roll in IPACS or ACM the system will assign the case to one of three new SNAP availability dates; the 4th, 7th or 10th, based on the first letter in the last name.
  • Beginning 02/16/10 when an untimely REDE is processed in IPACS or ACM the system will assign the case to one of three new SNAP availability dates; the 4th, 7th or 10th, based on the first letter in the last name.
  • Beginning 02/16/10, the system will no longer assign new 94/96 approvals with SNAP benefits or untimely REDES on 94/96 cases to an availability date of the 1st of the month.
  • The system continues to assign an availability date of the 1st of the month to 91, 92, and 93 cases in Group 22.
  • After 02/16/10, if a 94/96 case with a SNAP availability date of the 4th, 7th, or 10th has a name change that results in a new availability date, the system assigns the case to the appropriate new availability date based on the new last name. 
  • Beginning 02/16/10, a new field, SNAP AVL DTE, will display on page 1 of the ACID inquiry screens and on the bottom of Form 552.  The field is populated with the two digit day that SNAP benefits are available on all cash, Group 22 and Category 08 cases.  The field is not populated for medical cases in Group 00 or on Transitional SNAP cases.
  • A new Type Action Reason D1 has been created for use with a TA 31 for those cases that were assigned an availability date of the 4th, 7th or 10th in error. 
  • A deskaid is attached that has examples of timely and untimely REDE applications and when the new availability dates are assigned.  We also include an example to explain the use of the new TAR D1.
  • Policy for reopening food stamp applications is revised due to clarification received from USDA Food and Nutrition Services (FNS).
  • Language regarding not reopening applications that were denied on the 30th day due to missed interview is added to PM 17-04-03-d.
  • WAG 17-05-00 is updated with instructions for reducing an approval period. Send a locally issued Notice of Change (Form 157), to notify the SNAP Unit of the reduced number of months in the approval period.  Process the correction using TA 31/TAR 61.
