MR #09.34: Exempting the Unemployment FAC Payment for SNAP

Summary:

  • Effective November 2009, the Worker, Homeownership, and Business Assistance Act of 2009 exempts the $25 Federal Additional Compensation Payment (FAC) received weekly with unemployment benefits for SNAP benefits.
  • Effective 12/15/09, AIS will no longer subtract the $25 FAC payment for the cash and medical calculations. 
  • When entering the UI payments in AIS, IPACS, or ACM subtract $25 from any weekly payment amount and $50 from any biweekly payment that includes a FAC payment.
  • Effective 12/15/09, do not count the $25 weekly FAC payment as income when budgeting unemployment for SNAP. 
  • At the close of processing on 12/15/09, active SNAP cases that had the FAC payment budgeted will have $107 subtracted from code 516 and benefits will be recalculated.  Do not manually adjust code 516 for January 2009 SNAP benefits prior to 12/15/09.
  • SNAP units receiving for 11/2009 and 12/2009 on the regular roll and who had unemployment budgeted will have their benefits recalculated centrally.  If eligible, they will receive a mercury issuance for each month. 
  • If the office is aware that a case was denied or cancelled effective November or December 2009 due to income exceeding their Maximum Gross or Net Standards, determine if they would be eligible without the FAC payment budgeted and restore assistance. 
  • If the office is aware that a customer received a mercury issuance for the month of November or December that included the FAC payment in the original budget, recalculate and issue past month's benefits, see WAG 23-01-02-b.
