MR #09.16: Iraqi and Afghan Special Immigrants

Summary:

  • Iraqi and Afghan Special Immigrants are Legal Permanent Residents (LPRs) who may receive assistance for a specific time period beginning with the date they entered the U.S. as a special immigrant, or the date their status was adjusted within the U.S.
  • Iraqi and Afghan Special Immigrants may be eligible to receive cash for up to 8 months.
  • Iraqi and Afghan Special Immigrants adults may be eligible to receive medical assistance for up to 8 months.  Children and pregnant women are not limited to 8 months for medical.
  • Iraqi and Afghan Special Immigrant adults may receive food stamps for up to 8 months.  Children are not limited to 8 months for FS.
  • Prior to 3/11/09, the limited eligibility period for Afghan Special Immigrants for cash and medical was up to 6 months.
  • Set the FS approval period so it ends with the Iraqi or Afghan adult's eligibility for FS.
  • Iraqi and Afghan Special Immigrants who do not meet the categorical eligibility requirements for the other cash and medical assistance programs may receive assistance from the Refugee Resettlement Program (RRP) during the specified period.
  • Until system changes are in place, answer AIS questions for Special Immigrant applicants as if they were Refugees.
  • Until automated reports are received, manual controls are needed to ensure that benefits are canceled, if appropriate, when the limited eligibility period ends.
