Eligibility may be authorized no earlier than three months before the month of application. However, it can be no earlier than the first day of the month of the screening, test or procedure that led to the diagnosis of breast or cervical cancer or a precancerous condition.

A person turning age 65 is eligible if they qualify for one month of benefits; otherwise, deny due to age.
