Policy Memo: Federal Waivers for Transition from Disaster Food Stamps to Normal Processing

Summary:

  • Due to the flooding in September 2008 the Department ran a Disaster Food Stamp Program from October 8, 2008 through October 24, 2008 in 7 counties.
  • Because so many people applied for the recent Disaster Food Stamp Program, some offices experienced a hardship in processing their regular work and clients had a hardship in reporting changes.   
  • The Food and Nutrition Service (FNS) granted DHS a waiver to extend the time that clients have to report changes; and to extend approval periods for certain cases.  The waivers were granted to help offices return to normal processing.
  • The waivers described in this memorandum were approved for all of Cook county, Kane-Elgin, and Will county.
  • On 11/12/08, certain Category 08 and Category 94/96 FS cases in EZ REDE, will have their approval periods centrally extended for six months. 
  • All FS households in these areas have 30 calendar days to report a change that occurred during the period 10/08/08 through 11/06/08.
