MR #08.30: Medical Benefits for Asylum Applicants and Torture Victims

Summary:

  • Places policy regarding the Medical Benefits for Asylum Applicants and Torture Victims program into the manual.
  • On August 1, 2007, Healthcare and Family Services (HFS) implemented a new program in which Illinois residents who have an application for asylum pending with the Bureau of Citizenship and Immigration Services (BCIS), or who are victims of torture, could qualify for medical benefits.
  • To qualify for this program, persons must meet the regular AABD MANG income and asset standards, and cannot be eligible for any other medical program.
  • Applications and cases are handled by the Special Units office in Cook County, and by the DHS Family Community Resource Center (FCRC) serving the person's residence outside of Cook County.
  • Cases under this program must be processed through IPACS under category 90 with a basic number beginning with the letter V.
  • Eligibility under this program is limited to 24 months with an exception for clients who have an appeal pending concerning their application for asylum.
  • This release puts Item 12-Nation of Origin, Code 38 (Israel) and Item 74-Citizenship, Code 55 into the manual. It also includes the BCC, HBWD, HFS Social Services, DHS Social Services and IHW programs in category 93 or 94.
