IDHS: MR #08.21: Miscellaneous Changes including Deleting References to Turnaround 552s and Proxy

References to the proxy process are deleted. The proxy process was obsoleted with MR #08.14 Mailing Link Cards.

Miscellaneous references to the turnaround Form 552 and Form 552 being sent are changed. Form 552 is electronically stored in Mobius, see MR #07.17 Stop Printing and Distributing Form 552.

To align with TANF policy, the FS Approval Period Chart is changed to allow an approval period up to 12 months for TANF cases with no earnings.

WAG 17-05-02-c is corrected to agree with PM 17-05-02-c.
