MR #08.14: Mailing Link Cards

Summary

  • Beginning 07/28/08, most Link Cards are mailed to the customer by the Illinois Link contractor, including requests for replacements when a card is reported as damaged, lost, or stolen. 
  • Beginning 07/28/08 when they get the card, customers will call the Illinois Link Help Line at 1-800-678-LINK (5465) or TTY 1-877-765-3459 to select their PIN.  A new web site is currently being developed and once it is available we will notify staff in a subsequent release.
  • FCRC staff issue Link Cards when authorizing expedited food stamp benefits or crisis assistance.  Staff also will issue the Link card for customers who are homeless and using the office address as their mailing address, living in a SLF/CILA, or are a resident of a drug/alcohol treatment facility, and cases with an approved representative.
  • FCRC staff are no longer responsible for assigning/reassigning Personal Identification Numbers (PIN) but can still issue PIN Packets.
  • A new mail Link override field, Mail Link Card? __ (N), is added to the Action to be Taken screens in AIS and ACM and Screen 2 in IPACS. 
  • Beginning 07/28/08, customers no longer have to go to the office to view the training video.  A training brochure is given to the customer at Intake.
  • Customers only have to provide one proof of identity if their photo is on it, and two proofs if no photo is provided when cards are issued by the FCRC.
  • Illinois Link Card Notice (Form 3657) is obsolete and is not mailed to the customer at approval.
  • The proxy process is obsolete since the customer no longer has to come to the office to get their card. For residents of SLF, CILAs, drug/alcohol facilities, or homeless shelters, an approved or authorized representative may pick up the card.
  • A daily file of card mailings returned as undeliverable is available in Mobius by accessing report #EBTR4101.
  • The Card and PIN/PCN Issuance log sheet with the attached Form(s) 3658 must be retained for a full 5 years.  Retain in the EBT file for 2 years.  After 2 years, send to the State Record Center.
