WAG 06-19-06: TSNAP Household Changes During the 5-Month Period

  • new manual textFCRC removes the household member who left the home and makes any other changes associated with this member, such as the removal of income.
  • IES recalculates TSNAP benefits based on the number in the household and any other changes. Notice of Change (IL444-0360C) is centrally sent with the change reason "Your Transitional Food Stamp benefits have been reduced because a member left your household.".
  • new manual textIf a request is received to add a new member, the household must file a new SNAP application. Workers should not add a person to TSNAP benefits. The ability to do so is a defect in IES and a JIRA ticket to correct this issue is pending:
    • new manual textIf the TSNAP household reapplies and is approved for regular SNAP, the TSNAP period ends, and all SNAP reporting requirements apply. IL444-0360C is centrally sent with the cancellation reason "Because you have been approved for food stamp benefits in a higher amount you no longer qualify for the Transitional Food Stamp Program"; or
    • new manual textIf the SNAP application should be denied when the household reapplies and is determined eligible for a benefit amount that is less than the TSNAP benefit. Allow TSNAP benefits to continue for the remainder of the 5-month period. The notice will include the denial reason: "Your Transitional SNAP benefit amount is more than the regular SNAP benefits.".
  • The application is also denied when the household:
    • Fails to complete the interview process; or
    • Fails to submit required verification within the timeframe; or
    • Is determined to be ineligible for the program.
  • The household reapplies for and is approved for TANF during the 5-month period. If approved for TANF the household is no longer eligible for TSNAP benefits. A new SNAP application must be filed under regular program rules. IL444-0360C is centrally sent with the message "Due to the receipt of TANF benefits you no longer qualify for the Transitional Food Stamp program.".

Note: TSNAP benefits are not adjusted for any other reported change, including changes known to the agency, such as central budgeting of cost-of living (COLA) increases or the annual increase in SNAP standards.

  • new manual textIf a TSNAP household reapplies and is approved for TANF during the 5-month period, the household is no longer eligible for TSNAP benefits. A new SNAP application is required and eligibility determined under regular program rules. The FCRC cancels TSNAP and, if eligible, approve the SNAP application effective for the first month TSNAP benefits are canceled.
