new manual textWhen a TANF household becomes ineligible for cash benefits:

  • The FCRC determines and enters the correct cancellation reason for the TANF EDG. 
  • If the cancellation reason qualifies the household for TSNAP and there is a pending SNAP REDE, deny the application only if there is at least one month left in the approval period when the TANF EDG is canceled. The approval period should be extended for an additional 5 months.
  • If there are no months left in the approval period, approve the SNAP REDE for regular rolls prior to the TANF EDG cancellation and wait for overnight processing time. TSNAP benefits can only be issued if SNAP benefits are active on regular rolls before the TANF EDG cancels. 
  • TSNAP eligibility is established by IES and the benefit amount is calculated using the information (household size, income, expenses) that exists on the TANF EDG and SNAP EDG the month prior to the  month of the TANF cancellation, minus the TANF cash and any newly reported income that would have caused the household to be ineligible for TANF.
  • Notice of Change (IL444-0360C) informs the household of the TANF cancellation and of their eligibility for the Transitional SNAP Program. The notice provides information on the:
    • TSNAP approval period and benefit amount; and
    • That changes are not required to be reported during the 5-month period, but if a change is reported, the only change that will result in a decrease in TSNAP benefits is if a member leaves the household; and
    • If a change occurs that may result in an increase in benefits, such as a decrease in income or an increase in expenses or household size, it may reapply at anytime under regular SNAP rules; and
    • If it reapplies and is approved for TANF, TSNAP benefits are canceled and a SNAP REDE is required; and
  • Prior to end of the TSNAP period, an IL444-1893 will be sent to the household informing them to reapply for SNAP under regular program rules.

Note: The TANF household must be actively receiving SNAP benefit prior to the TANF cancellation.
