PM 06-19-06: Changes During the TSNAP Period

WAG 06-19-06

new manual textChanges During the TSNAP Period

  • Regular SNAP reporting requirements do not apply to a TSNAP household. A TSNAP household is not required to report changes during the 5-month period.
  • If the household reports a change, TSNAP benefits are not affected, unless the change is for one of the following three reasons:
  1. A Member Leaves the Home

    • The TSNAP household is not required to report when someone leaves the home but if it is reported the household size is reduced and benefits are systematically recalculated for the remaining members. A notice is sent to the customer informing them of the reduced benefit amount.
    • A new SNAP application is required if there is a request to add a new member and eligibility determined under regular program rules.
  2. Application Filed and Approved for Regular SNAP Benefits

    • A TSNAP household may reapply for regular SNAP benefits anytime during the 5-month period, if a change in circumstances occurs which may qualify the household for more SNAP benefits. A change may include:
      • an increase in household expenses; or
      • a decrease in income; or
      • someone moves into the home.
    • If the TSNAP household reapplies and is approved for regular SNAP benefits in a higher amount, the TSNAP period ends and all regular SNAP reporting requirements apply. If the regular SNAP benefit amount is in a lesser amount, the household is allowed to continue to receive their TSNAP benefits. TSNAP benefits continue to be issued while case is in pending status until a disposition is made. Regardless of the benefit amount, a new SNAP application is required if there is a request to add a new member.
  3. Application Filed and Approved for TANF

  • TSNAP benefits are canceled if the household reapplies and is approved for TANF. The household must file a new application for regular SNAP benefits. If TANF is denied TSNAP benefits may continue if in a higher amount than would be received under the regular SNAP.

new manual textOther Changes

  • TSNAP benefits are not adjusted for any other reported change, including changes known to the agency, such as central budgeting of cost-of-living (COLA) increases or the annual increase in SNAP standards.
  • A recoupment amount may not be taken from the TSNAP payments.

new manual textReported Address Change

  • TSNAP benefits remain with the Head of Household (HOH) of the case in which TSNAP benefits are being issued. If someone other than the HOH leaves the household and wants SNAP benefits, they must submit their own SNAP application under regular program rules.
