new manual textTSNAP households receive benefits for 5 consecutive months effective with the first month of the TANF cancellation. During the 5-month period, a TSNAP household is not required to report any changes in household circumstances or complete any additional paperwork that would otherwise affect their eligibility under regular SNAP rules. If a change is reported TSNAP benefits are not affected, unless the reported change is:

Benefits are reduced due to the change in household size. TSNAP benefits remain with the payee of the case in which the TSNAP benefits are being issued. If someone other than the payee leaves the household and wants SNAP benefits, they must file their own application under regular SNAP program rules; or

new manual textTSNAP Household Reapplies and Approved for Regular SNAP

  • At any time during the 5-month period, a TSNAP household may reapply for regular SNAP benefits, if they want to increase their level of benefits because a change in circumstances has occurred. A change in circumstances may include:
    • An increase in household expenses; or
    • A decrease in income; or
    • Someone moves into the home.
  • If the TSNAP household reapplies during the 5-month period and are approved for regular SNAP, TSNAP benefits are canceled and all SNAP reporting requirements apply.
  • The SNAP application should be denied when the household reapplies and is determined eligible for a benefit amount that is less than the TSNAP benefit. Allow TSNAP benefits to continue for the remainder of the 5-month period.
  • The application is also denied when the household:
    • Fails to complete the interview process; or
    • Fails to submit required verification within the timeframe; or
    • Is determined to be ineligible for the program.

If approved for TANF the household is no longer eligible for TSNAP benefits. A new SNAP application must be filed under regular program rules.

new manual textAdding a New Member

If a request is received to add a new member, the TSNAP household must file a new SNAP application under regular program rules. Workers should not add a person to TSNAP benefits. The ability to do so is a defect in IES and a JIRA ticket to correct this issue is pending. FCRC workers should not add a person to TSNAP benefits.

A Notice of Change is systematically sent to the household with the reason for the TANF cancellation and the 5-month approval period of TSNAP benefits.
