Policy Memo: U.S. Citizenship and Identity for Medical Programs

Summary:

  • Effective 07/01/06, all U.S. citizens requesting medical benefits under Family Health Plans (FHP), Temporary Assistance to Needy Families (TANF), children receiving General Assistance-Family and Children Assistance (GA-FCA) and Aid to the Aged, Blind, and Disabled (AABD) must provide documents showing their identity and citizenship.
  • Effective 07/01/06, all U.S. citizens receiving medical benefits under Family Health Plans, Temporary Assistance to Needy Families (TANF), children receiving General Assistance-Family and Children Assistance (GA-FCA), and Aid to the Aged, Blind, and Disabled (AABD) must provide documents showing their identity and citizenship at the next renewal or redetermination.
  • Provides draft procedures for new applications and active cases containing persons who state they are U.S. citizens.
  • Persons who state they are U.S. citizens and do not provide documentation of citizenship or identity will not be denied, deleted, or canceled at this time.
  • This change does not affect policy or procedures for determining eligibility for noncitizens.
