Intake
When the client states at application that they refuse to meet CSE requirements:
(FCRC)If the client is required to be in the TANF unit, deny the cash request using TA 05/TAR 06. Deny medical for the client. Progress the rest of the application to Medical Only.
(FCRC)If the client is not required to be in the TANF unit, deny cash and medical for the person only, using TAR 06. Approve cash for the rest of the unit.
Active
When a client in an active case states that they refuse to meet CSE requirements:
(FCRC)If the client is required to be in the TANF Cash unit, SWAP the cash case to Medical using TA 81 or TAR 82/TAR 16, and delete the client.
(FCRC)If the client is not required to be in the TANF unit, delete the client using TA 34/TAR 02. Add them for SNAP only. If the client is the payee and the case does not have SNAP, add them as the non-receiving RPY payee.
If the client later states a willingness to meet CSE requirements, the penalty no longer applies. If the family is on a 94 or 96 case, have the client sign a Request for Financial Assistance (Form 2905). SWAP the case to cash and add the client. If the family is on a TANF case, and the client is not required to be in the unit, have the client sign a Request for Assistance for Additional Family Member (Form 243) and add the client to the active cash case.
