WAG 24-04-02-a: Refuses to Cooperate with Assist/AABD

Assist

  1. (FCRC) Complete Form 552 to delete from the Assist case a caretaker relative who does not cooperate with the CSE activities.

    When deleting the noncooperating person use TAR 20. 

  2. (FCRC) Cancel an adult-only Assist case who did not cooperate with the CSE process. When canceling the case use TAR 56.

When more than one change is being made for different reasons, insure that the notice tells the client about all the changes and the reasons for them. For example, if income is budgeted for the same month a noncooperative caretaker relative is being sanctioned, the notice must tell the client about both actions.

AABD

Intake

New text(FCRC)Deny medical at intake for the custodial parent who applies and who refuses to cooperate in the CSE process if they:

  • are not pregnant,
  • previously failed to cooperate in the CSE process, and
  • were sanctioned at the time of cancellation.

To deny medical when approving cash benefits, enter the following codes on the approval Form 552:

Item 39 - Enter 90, which suppresses the central notice.

Prepare and send as needed Form 360D or Form 360H, to notify the person about their ineligibility for medical. Enter on the form the reason for determining that the client refused to cooperate in the CSE process (see PM 24-02-01 for the list of reasons for failure to cooperate).

Item 78 - Enter 4 to deny medical, and approve cash and SNAP.

AABD Medical

To deny medical on a Medical Only application, deny the case using TAR 39 and suppress the central notice by entering code 92 in Item 39.

Active

  1. (FCRC) Stop medical for an AABD client who does not cooperate with the CSE process by completing their Form 552 as follows:
    • Item 2 -Enter the first regular roll month that the change can be made.
    • Item 3 -Enter TA 31 (change) for Cash or TA 22 (cancel) for Medical.
    • Item 33 -Enter TAR 60 for Cash or TAR 56 for Medical.
    • Item 39 -Enter 90 to suppress the central notice.
    • Item 44 -Complete for cash.
    • Item 78 -Complete for cash. Enter 4, which suppresses medical and issues cash and SNAP benefits.
  2. Manually complete and send Form 157, to notify the person about their ineligibility for medical due to noncooperation with CSE. Enter on the form the reason for determining that the client refused to cooperate in the CSE process (see PM 24-02-01 for the list of reasons for failure to cooperate).
  3. If the children receive Assist, change the payee status on the child(ren)'s Form 552 by entering RPN in Item 8.
  4. If the unit's SNAP benefits were authorized on the AABD Medical case, change the SNAP authorization to the Form 552 for the child(ren)'s case (see WAG 18-04-13). Change the payee's Item 78 code from X to 8.
